but that they could provide voluntary services. Senator Anderson commented that the title of the bill should express clearly what the bill is intended to do. Mr. Ripley suggested that the bill be reworded to show clearly its purpose. Senator Anderson asked about the reference to the cafeteria. The Vice President explained that the bill would permit the Institution to retain its share of the profits and use them for research and education. Senator Anderson suggested that we ask the Congressional Legislative Counsel to assist in redrafting the bill.

On motion by Mr. Haskins, second by Mr. Brown, it was 

VOTED that the Board of Regents approves in principle the proposed legislation to authorize agreements with non-profit organizations for cooperative programs at the National Zoological Park, subject to clarification to be made in redrafting this legislation.

Joint Resolution authorizing establishment of an International Center for Advanced Study 

The Vice President recalled a recent discussion with Mr. Ripley of an International Center for Advanced Study. Mr. Humphrey recalled also the President's speech at the Smithson Bicentennial in which he expressed his support for such a study center.

The question posed by Mr. Humphrey was whether this proposal should have Congressional sanction.

Mr. Ripley suggested a Joint Resolution which would support the establishment of an International Center for Advanced Study, to be privately financed.

Mr. Bow commented that there was no objection to such a resolution, especially since we are seeking private financing. The Vice President agreed, stating that such a resolution would be a good tactic in gaining the support of private donors.

Senator Anderson asked where the Center would be housed. Mr. Ripley commented that there is a possibility of developing a site on the 8th Street Mall in conjunction with the
