JoBea Way is responsible for the overall project. She and Marguerite Schier are responsible for the requirements specification package. Tom Chrien is responsible for the optical instrument design. Sally Ride is responsible for the mission design software with support from Darn Casey from the SIR-C Project. Elizabeth Stork is responsible for the educational content and bringing in the teachers for the project.

The Johns Hopkins University Center for Talented Youth 
The Johns Hopkins University has a long and successful history in using science to excite and motivate students. The CTY Western Regional Office, as the branch to CTY's main main office in Baltimore, MD, shares in the commitment to identify high ability children from diverse backgrounds and to help them fully explore their abilities through rigorous academic opportunities. The Western Regional office assists with the execution of core activities such as Talent Search, Academic Programs, Development and Alumni Relations, Research, Community outreach efforts, external relations, and public policy. The Western Regional Office also takes the lead in the initiation, development, and implementation of new projects, including: educator recognition programs; instructional in-services and program designs for the faculty and administration of public, independent, and parochial schools; curriculum development and academic initiatives for culturally different or economically disadvantaged students, and the administration of summer commuter program sites.

California Space Institute (CalSpace)
CalSpace, an institute of the University of California, was established to promote space related science and engineering research and education throughout California. Over the past several years, CalSpace has initiated a number of projects involving students and space researchers from universities, industry, and NASA Centers. The focus of these projects was the participation of students in the acquisition, analysis, and scientific
