3. Unmanned aircraft will bring vitality to the scientific core of observational global change studies while developing the next generation of scientists/engineers.

4. Unmanned aircraft will establish scientific and technical leadership in a critical international area.

5. Unmanned aircraft will attract a large number of scientists currently disenfranchised by Big Science projects which are incompatible with university, small business and government research labs.

1990's: Coalition for the Development of High Altitude, Long Duration, Unmanned Aircraft

Development of the Perseus/Theseus class of unmanned aircraft represents the union of three hitherto isolated technical domains:

1. Careful articulation of first order scientific questions in global change.

2. Developments in the aeronautical design and engineering communities.

3. Technological developments in instrument design, notably micro-optics and microelectronics.

This emerging union can be summarized schematically in the adjoining diagram which outlines the major topic headings of this document.
