Lieutenant,
I have the honor to report that in compliance with S. O. No 5 from your Office, I have visited the following places on the Mobile and Ohio Rail Road, Viz: Meridian, Lauderdale Springs, Macon, Brooksville, Columbus, West Point, Okalona and Aberdeen.

At Meridian, Lieut Clarke is doing well, but there are not many Freedmen at or near that place.

Capt. Cooper, at Macon, has transacted a large amount of business, but his instructions from Capt. Conway did not require the Contracts to be made in writing, but has merely made
