Edited: even though formatted as a table this to me really looks more like a list. If a table, I believe that everything in the first column actually belongs together so that is how I transcribed, and then the articles are all together, so I see this as a table with one row. The Approval note is not a part of the table (as I see it) so it was added outside of table. A Quire is a measurement
