I have read the application of Alexander P. McMillan for a restoration of property in Natchez. I do not know all the facts stated therein to be true, but some of them I do know to be true; and from them and from my knowledge of Mr. McMillan. I believe the whole statements in said application to be true. I did not know Mr. McMillan until after the named man then introduced him as one who had honestly opposed secession and who was derated to the Union, and I believe he was at all times loyal and sincere in his attachments to the constitution and laws of the United States. I think the application is meritorious and should be favorably
