No. 5 from the Surgeon General's Office providing for the issue of medical and hospital supplies to Refugees and Freedmen, by the Med Purveyors of the U.S.A.

It became a question with me whether the receipts of medical officers employed by the Bureau and not strictly in the U.S. service would be accepted by the Surgeon General for medical supplies issued in compliance with the above mentioned Circular. After writing and telegraphing to the Chief Med. Officer of the Bureau for instructions on this point, without any results, I was ordered by the Ass't Commissioner to visit the Med. Purveyor in New Orleans and make such arrangements as I could with him for the necessary medicines.

The Purveyor agreed to take the receipts of the medical officers of the Bureau, and I put in requisitions for Vicksburg, Davis Bend and Jackson hospitals, which have since been filled and rec'd by the different surgeons in Charge.

The only additional notice of the Vicksburg and Davis Bend Hospitals, necessary in this report, is that they are well supplied with medical and
