As the civil authorities of the city have resumed the functions of office I cannot see that the Bureau is under obligations to care for the city paupers and as the inmates of the Refugees' hospital are all of that class, I would recommend that said hospital be discontinued.

All reports required by the Chief Med. Officer of the Bureau have been forwarded to him, beginning with the 1st of June.

In conclusion I would say that I have no reason to be dissatisfied with the measure of success that has attended my work, and for it I am largely indebted to the interest taken in it by the Assistant Commissioner and his able assistance which in no case has been denied.

Being limited in our resources we have sought to accomplish the greatest good for the greatest number.  That so much suffering and want is yet unrelieved is our  regret but not
