To col Samuel Thomas, Commissioner , Freedmens Bureau & Abandoned Lands:

The petition and application of James C. Mosby, a citizen of Warren, County, Mississippi, respectfully represents, that he is the owner in fee of a certain Plantation, known as the "Mosby" Plantation, situated some Two & a half miles south of the City of Vicksburg, mere fully described in Exhibit "A" herewith filed and made part hereof, to which exhibit he respectfully refers as evidence of his ownership.

That under the Laws and Regulations relative to "abandoned Lands", the said plantation (consisting of some Three Hundred acres,) was leased to Spencer and Burnham, colored lessees for the year A.D. 1865; and that the applicant is desiring of obtaining the lessees thereof, as soon as said lessees shall go there and remove their present crop: that in the mean time he applies for an order permitting him, to go to work upon said Plantation, to build suitable horses, and make necessary arrangements for moving there on as soon as said lessees have gathered their said crop: that he will not interfere with the lessees under their said lease, in any manner, he only desires to prepare the place
