His Excellency W. L. Sharkey,

Dear Sir;

Your Proclamation has reached here and in addition to this benefit to the county. I would suggest another that seems to bear upon the public mind in this county, which will apply to most counties in the State. You are aware that there is a Negro Garrison in this County; the negroes here are not disposed to work. a great many are loafing and wont hire to work at two (2) dollars per day.

Not one that I can hear of is willing to make a contract for another year; all seem to look forward to the end of the year, for the Gov't to make some arrangement for them by which they are to have land, Stock and provisions for another year.
