orders are issued, that the pardon of the President, or taking of the amnesty oath does not extend to the restoration of abandoned property, set apart for the use of Refugees, Freedmen, &c.

In cases of application for restoration of property held as abandoned you will please make investigation as to whether there was a legal abandonment; i.e whether "the lawful owner thereof, was voluntarily absent therefrom, and engaged either in arms or otherwise, in aiding or encouraging the rebellion". Property which does not come under this head is to be restored.
