An American citizen residing in a foreign country and desiring the extension of the validity of his passport should make application therefor to the nearest American diplomatic or consular office. 

VERIFICATION BEFORE RETURN TO THE UNITED STATES.
This passport should be verified by an American diplomatic or consular officer in or near the city from which the holder starts on his return trip to the United States, and also by such officer in the country from which the holder proceeds directly to the United States.  I - 722
