John Rutherford, of Burke County, North Carolina, having received a special pardon from the President of the United States, you are hereby directed to restore, so far as the jurisdiction of this Bureau extends over if, the property formerly owned by him, and which you now hold as abandoned. This property will be restored subject to the requirements of ___?___ 3, current series, from this Bureau and on condition that present leases be allowed to retain possession until the expiration of their leases.
