I am directed by Mr. A. B Carson, Shff to ask of the Major Genl Commanding, whose duty it is to arrest, and punish, the different, and numerous freedmen, for the violation of Contracts - made, entered into, & bearing the approval of Lieut W S Myers?  Whether it is the right, & privilege of the Civil or the duty of the Military Authorities? He is induced to make this request from the fact, that he is often approached upon this point, and under the circumstances & with no desire to come in conflict with the military authorities, he knows not what action to take in the matter.
