This report was based upon the opinion of the Govenor of this State His Excellency informed me that was no present need but that he though there would be a great scarcity this coming fall & winter as every one seemed to be planting cotton & very little corn - The result must be a scarcity of the latter- There has been during the past month very few complaints of ill treatment on part of freedmen. The freedmen have but little faith in the civil Courts - and so far as my observation goes they have cause to complain of their manner of administering justice. The authorities are severe & prompt in inflicting heavy penalties upon colored people for violations of the law how ever slight may be the offince - while on the other hand offences committed upon the Blacks by the white people go unnoticed or if brought before
