In a telegraphic report this month I stated that there was no need of food for whites or for seed. This report was based upon the opinion of the Govenor of this State His Excellency informed me that was no present need but that he though there would be a great scarcity this coming fall & winter as every one seemed to be planting cotton & very little corn - The result must be a scarcity of the latter-

There has been during the past month very few complaints of ill treatment on part of freedmen. The freedmen have but little faith in the civil Courts - and so far as my observation goes they have cause to complain of their manner of administering justice. The authorities are severe & prompt in inflicting heavy penalties upon colored people for violations of the law how ever slight may be the offince - while on the other hand offences committed upon the Blacks by the white people go unnoticed or if brought before
