never heard that the civil authorities took any notice of the fact.

I will only add on this part of the subject that many persons both southern and northern - in speaking with me about the employment of teachers on their plantations, have expressed fears of popular violence against those who should open schools.

I have no doubt many efforts have been hindered by these fears, and perhaps in some cases fear has been simulated as an excuse.   These facts are enough to show that the progress we have made which is considerable - has been in spite of great opposition - and that the opposition has been successful in many places

Yet there is no doubt that the prejudice against the education of the freed people is wearing away. Many more facts might be detailed and many pertinent extracts from local reports and letters in my office might be given, but the conclusion would not be modified by them.
