Colonel
Bridget McPhail (Fd) makes complaint at this Office as follows - Claims that her Grand-daughter Hattie Cornelius age 12 yrs. who is held by one by one Thomas Whittaker as his bound apprentice - The parents of the child have been dead some four or five years, that if the child is bound to Mr. Whittaker said child was bound without her knowledge or consent - Mr Whittaker lives in Wake Co. on the Raleigh and Fayetteville road about six miles from Raleigh N.C.
If the child has a comfortable home I would most respectfully recommend that she be allowed to remain there. I am not in favor of taking children from comfortable homes for the sake of gratifying the avarice or petty spite of its relatives. I have no doubt but what next to the parents Grand parents have the legal custody of children and in some instances it is perfectly right and | [[/2 columned table]]

In this case the Grand mother has married again, and in my opinion she has been induced to make this complaint by her husband whose interest in the matter is based upon the income to be derived from the child's labor. They have two children to support and the addition of a third would be of no advantage to the child aforesaid.
Respectfully submitted
