I have the honor herewith to forward you a petition addressed to this Office by one James Bowman (Freedman) asking for assistance from the Bureau Mr. Bowman is a worthy object of charity and to my certain knowledge he has been the object of malicious pirsecution on account of voting the Republican ticket - He has tried hard to obtain employment so as to be able to gain an honest livelihood - His application for employment has been refused in every instance and now having been out of employment for the last (12) months he is reduced to almost abject poverty - I take pleasure in recommending him to the Bureau as deserving of Relief - either in provisions or pecuniary assistance.
