Destitution
Exists in some portions of this District; but not to the extent that any Cases of Starvation had occurred: there are many persons, who, if they are not helped through, will be unable to support themselves next year.

Outrages
Quite a number of complaints of outrages have been made, during the month - mostly of Beating. These were, when in places that I could reach, brought before the Civil Authorities. Five of the parties plead "Guilty", two not "Guilty"; but they were convicted and put under Bond to keep the peace.

An attempt to kill a freedman was made near Daleville, in this County. He received seven shots, and was thrown into a creek, for dead; but was found, and is now in the Hospital at this place. He was able to identify the parties. I sent a guard after them, and arrested two, the
