reports of their final distribution have reached this Office-

From five counties in this District there have been reported 1723 persons of all ages sexes and conditions needing assistance. One county has furnished no returns. The number reported must by no means be regarded as an exact statement of the destitute and suffering who will need relief, as owing to the failure in the crop of last year, and the scarcity of money in the country, it is continually increasing.

The Legislature of Mississippi at its last session made an appropriation for the poor, but this is nearly if not quite exhausted, and the counties have not the ability to do anything for the destitute. I am informed that the state appropriation was applied to the benefit of the needy without distinction of color- Under Special Orders No 24, Hd Qrs. D.R.F.& A.L. Sub Dist. of Miss, there are 200 sacks of corn and 16 barrels of pork allowed this District, which have not been received, all of which will be speedily required, and even then, the relief will only be partial in its character.

The Reports of Schools for the month indicate a progress that is quite satisfactory, and exhibit an increase of 264 pupils since the Report for April- In this connection I beg leave, most respectfully to call the attention of the Assistant Commissioner, to the delay in paying over to teachers, the monthly allowance for rent.
