Howard Hospital
There are eighty-eight patients in the Hospital, which is an increase of 13 over last month. They are mostly old and decrepit Freedmen, who have become entirely unable to work; a few are admitted at times, suffering from some temporary complaints, but are discharged as soon as they are able to go to work. The Sanitary condition of the Hospital is very good, and the utmost care is being exercised at present to prevent the introduction of any contagious disease.

Complaints
Complaints are continually being made by the Freedmen relative to their being unable to get settlements for work done during the year of 1866. At present, but little can be done to help them, and unless some means are adopted to prevent it, a repetition of the same will occur every year 

Outrages
Only two cases of Outrage against freedmen have been reported for this month: - one for shooting the other beating. There has not been the first attempt upon the part of the Civil Authorities to arrest the would-be-murderer, and upon sending troops to the Point, he had fled the Country.
