Dear Sir:
I have the honor to address a few lines to you to call your attention to the fact that the Insane colored man at this place is still here I spoke to you about it when I saw you in Vicksburg you said Capt Sunderland would attend to it. [[strikethrough]] but [[/strikethrough]] I have written to him but he has paid no attention whatever.

You may think I am meddling with things that is none of my business but I must say that I cannot out of humanity's sake bear to see him here without saying something.

I think it is a sin and a shame that he should be kept chained up by the neck out in the open air for almost a year he is now worn down to a skeleton nothing but skin and bones and no one to look after him. therefore as a good citizen
