I have the honor to render the following Report for the month of July, 1867.

I. The number of freedpeople in this District is estimated at about (12000) twelve thousand.

II. Their condition is gradually improving both in morale and pecuniary circumstances, and, with the present prospects, they will be fully able in future, if they succeed in getting just settlements for this year's work, to provide for their wants, and, not from necessity, be compelled to ask for charity.

During the year 1866, many of the Freedmen received little or nothing for their year's labor: this has been productive of great roil, not only doing them a wrong, but making them mistrustful
