Sir;

The "Board of Registration" for Monroe County Mississippi, have the honor to acknowledge the receipt of your favor of the 3rd; and would respectfully submit the following statement in reply thereto - namely;

1st ("The extent of destitution in this County", from the best & most reliable information to be had on  the subject, will number Six Hundred persons; i.e. Those who are dependent altogether upon charity & the Government for sustinance [[sustenance]]. Classed as follows;- Four Hundred whites, and Two Hundred Colored.

2nd The Whites are either small farmers or widows of deceased Confederate Soldiers- and reside in the poor hilly portion of the county. Among the Freedmen it is confined to the aged uniform-

3rd The crop of 1866 was almost an entire failure; and as compared to the crop of previous years, was about as, 1 to 5 - (6 - 1; two thirds of all the land being planted in cotton; and was
