States that he sent Henry Murphey, Insane freedman on Gov't transportation to Lauderdale Hospital, as directed, and that he was sent back, stating that he (the officer in chge of Hosp'l) had no orders to receive such persons & without written orders from Hd Qrs he would not do it. Desires necessary orders.
