Your letter of March 1st has been received, and contents noted. You wish to know by what authority I collected four dollars and twenty-five cents tax on Edmun Berry and one dollar from Nancy Berry.

You will find in Acts of 1865 Page 92 Sec. 6 the authority given to the Boards of Police to levy a tax of one dollar on all freedmen from 18 to 60 years for the support of their Paupers, which tax was levied in the County and ordered to be collected. And in same Acts, page 222, the State levies a tax of one dollar on all male inhabitants from 21 to 60 years and this County levies a tax of 225 percent for County purposes which is authorized by law.

In Acts of 1857 Revised Code, Page 416 Act 16, and page 417 Act 22, taxes levied as follows, to wit 100 per cent for County purposes, and 125 per cent for special purposes building Bridges,&c, which you will find as above state.
