water went off - and many of them now will not return. During the month Thirty Eight complaints have been made by freedmen, of fire arms having been taken from them under the Old Law. that a freedman had no right to own or carry them.

They have been restored to them in every case with one exception and in that one the [[man voice?]] for the gun having as he states lost it. Heretofore the Civil Authorities, especially in this city have shown no disposition to protect the freedmen. In the month of February, last, an order was issued by the Mayor. (who I should suppose must have been selected for the office for his special antipathy to the negro) compelling every negro, to take out a lisence for the priviledge of living in the in the City, for which he was charged Ten Dollars and fifty cents. if he could not pay it he was arrestice[[arrested]], and imprisoned or sold to pay fine & cost.

Several Applications have been made to me by parents for the custody of their children-, who have been bound out against their consent to their former owners.

With one or two Exceptions they have all been restored There is a desperate Gang of Horse thieves in this section of county which nothing but a Military force can break up. The civil authorities through fear or some other cause, do not act in the matter. I would respectfully recommend that a Garrison of at least one Company be stationed at this Post, and for prompt action,
