I have the honor to make the following report as Sub-Asst. Coms'r for the month of May - 1867 - I have not any Freedmen under my charge. As far as I have been able to learn, the freedmen generally have been treated well, and paid for their work during the year 1866.- Most of the Contracts made this year, as I understand them, give the freedmen one third (1/3) of the pron'ts after the crops are made deducting the actual expenses. Most of the freedmen (that is, those that are able to work) seem to be working cheerfully and with a thorough understanding of their obligations. But few complaints have been made to me and they were of such a trivial nature, as not to require any action, further than a few words of advice. There are no sick, old, or infirm freemen or women who are suffering for the want of clothing or medical attendance to my knowledge. (over)
