I  have the honor to report my operations, as Sub-asst Comsr for the month of July 1867 in this sub-dist as follows.

About (2000) in the four counties of my sub-dist. the majority of which are in Wayne county.
[[left margin]] Condition &c. [[/left margin]]
There condition, generally is very good, as far as my personal observation extends, and they usually receive all the compensation they are entitled to for services rendered.
[[left margin]] Nature of Contracts &c. [[/left margin]]
The contracts are mostly verbal, very few written contracts are drawn up and both parties (white & black) usually work in shares the freedmen sometimes furnishing their own provisions, generally however the provisions are furnished by the party hiring the freedmen and the cost deducted upon the final settlement, when the crops mature
