The State Laws, affecting the cases of Freedmen, as far as my knowledge extends, have been administered impartially; at least, no complaints have been made to me to the contrary.

[[left margin]] Other matters affecting the interests of Freedmen [[/left margin]]
I was through Green and Perry, & the Southern and northwestern portion of Wayne early in July - and visited a number of plantations, and the county seats of Perry and Green. I found the whites and blacks generally working together harmoniously, no complaints were made, the crops looked finely, and promise an abundant harvest. There is no danger of any suffering for extreme want or starvation any where in my sub-dist. provided the people will labor and exercise common prudence and economy. The issue of rations by me as an agent official distribution, provided for in the joint Resolution of Congress appropriating 1300,000 for the purpose has been
