I would respectfully call attention to the fact, that but one School for Freedchildren exists in my Sub-Dist. I believe that Schools for the education of Freedman could be started in nearly every Town and Village, and liberal contributions would be made by both whites and blacks at the close of the year, for so worthy an object.
 In regard to the mannerism which Freedpeople observe their marriage obligation, I can say from inquiry I have made of both whites and blacks, that there is little improvement, to former years, although they marry now in form according to Law, yet they do not in many cases understand, or observe the sacredness of the obligations they enter into, not the punishment they are liable to incur for faithlessness, or adultery. I have on every occassion [[occasion]] offered, tried to impress upon their minds, that they must quit their former mode of "taking up with each other" but get married according to Law, be tried and faithful to each other, and that adultery
