b. The timing of loans is crucial for assuring that the loans will be effectively used and that producers will be able to repay without hardship; the optimal time for the release of credit for many of the 16 industries surveyed is the beginning of the dry season, in April or May. Slaked lime and clay product industries depend on an availability of dry firing materials. Blacksmiths need credit to tie them over the dry season period of slow sales and allow them to stockpile tools in anticipation of the beginning of the agricultural season. Excavation of limestone blocks is difficult in the rainy season because excavation holes fill up with water. Tahu and tempe production hits a peak after the soybean harvest at the end of the rainy season. The drying of wood for furniture making is difficult in the rainy season. In agricultural communities e.g. desa Bandung, Bangkalan, industry production may drop off in the rainy season because producers are busy in the fields. An exception is the krupuk industry in Kwanyar where peak production coincides with the shrimp season from January through March. 
7. Suggestions for possible new industries:
a. a small processing plant to make tapioca for the krupuk industry from cassava grown on Madura; 
b. production of a local brand of cigarettes using Madurese tobacco; and already available types of intermediate technology; if the ijon system is a problem as it is on Java, this would have to be tied in with a credit program so that tobacco farmers could last the four months or so needed for aging their tobacco.
