     While PPA's proposal for a background study of community development needs is highly appropriate, their design for a 5 day problem identification exercise and a 15 day sample survey seems inadequate.  To understand the complexity of the local processing and marketing economy a more appropriate method might be an in-depth series of case studies of women involved in activities targeted for future programs.  Such research would require a minimum of several months.  Issues concerning traditional client/patron relationships (langganan), marketing linkages, credit mechanisms, and processing technology would require careful study.  At least two women researchers experienced in anthropological research techniques would be needed to cover two or three communities.  If PPA were willing to adopt such a research strategy this project could be extremely useful both in documentary traditional fish processing and marketing processes and in designing more appropriate strategies to assist low income women to increase their income.  Both outcomes would be consistent with Foundation objectives in this area.
