Respectfully forwarded to Major General O.O Howard
Commissioner &c., Washington and recommended that the appointment of Mr. Alden be revoked as requested.
Sometime since Mr. Alden requested permission to learn his post and go to the interior if yellow fever broke out in his town and county. Believing it to be our duty to remain at our posts and look after the interests of those who have been committed to our care, and who in case of epidemic disease, will more than ever require aid and advice, I declined to grant the request.
