Bureau of Refugees Freedmen &c Office Sub. Asst. Comr. Natchez Miss Nov. 15. 1867. Merritt Barber 1st Lt. U.S. Infty A.A.A. Genl. Vicksburg Miss. Lieut: I am required by Genl. Order No. 30. dated Aug. 20. 1867. to make a thorough inspection with a view to ascertaining the educational Condition of the Freedmen in this Sub=District and forward a report of such inspection on or before the 15 of Oct. 1867. I beg leave respectfully to State that my District is so large — the business and duties pertaining to my office so onerous & multifarious — with very slight assistance; it has been utterly impossible for me to make or even attempt such an inspection as as is required by said order. During the past sixty days we have had more or less yellow fever in our midst — Myself and wife having both been sick during the time with the prevailing epidemic. It will impossible in
