Respectfully referred to Bvt. Maj. S.S. Sumner, Sub-Asst. Comr Jackson Miss, for report of the reasons for setting aside the decision of the referee in this case (who seems to have been regularly appointed) and directing Mr. Granberry to pay his laborers the sum of $176.00 in view of the fact that the civil courts and referees had both found a balance in his favor. Enforcement of the order to Mr. Granberry will be delayed until further orders. These papers to be returned with report.
