Gilmore did tell his Freedmen that if they left their work to attend any meeting, without his permission he would fine them five dollars each, and has done so in some cases, but he is willing, if this is considered as unjust, to rescind any fine he imposed, as he did it merely to prevent others from quitting their work without permission, and not for the sake of the money. "Col" Gilmore works some ninety hands, and, as far as I could ascertain, treats them well, and is endeavoring to act as a good, law abiding citizen, he assured me, that if at any time he is wanted at Headquarters, or receiving a notice to that effect he will immediately report.
