In December last there was an "Arbitration" the proceedings of which were forwarded to Head Quarters 4" Mil Dist. In a letter to the Sheriff of Carroll Co dated Hd Qrs 4" Mil Dist Vicksburg Miss Feby 5" 1868,. The General Commanding disapproved the action of the "Arbitrators" and directed the proceed as if no Arbitration had been made, also directed the freedmen to report to the Bureau R.F. and A.L. at Grenada Miss for protection, and on the ire appreciation I proceeded to investigate their claims and form the accounts presented and Sworn as by G.J. Benton of the firm of Benton & Downs. I find due the freedmen - Three thousand and fifty-six 89/100 ($3056.89). But there is included in this amount a balance due the freedmen for labor during the year 1866. I am in doubt as to whether this balance due for labor in 1866 should be paid out of the proceeds of cotton raised on another plantation in the year 1867. If it is not there is no way in which they can be paid for their labor. I sent Mr G.G. Walden Agent B.R.F and A.L.
