arbitrator to be appointed under the circulars No 22 & No 24, issued in 1867, by Maj Gewlord then commanding this 4th Mil. Dist. at the instigation of some supply men, & of two white men, who both claimed to be overseers, one _ Kinchla, & one _ Holmes. One claiming $800; & the other $600, about, for services alleged by them to have been rendered on said plantation. Certain proceedings were had by said board of arbitrators, who sat several days, & before whom felt proof was made by the supply men after and due the laborers, for under Cir 22 & 24, tho supply men were to receive those amounts if necessary to reimburse them for advances.
