Post of Jackson, Miss. July 28th 1868. Major, I have the honor to report that in accordance with orders, I repaired to Hazlehurst, Miss. for the purpose of investigating certain charges made by one Emanuel Handy (Freedman) in regard to a disturbance which occurred in the streets of that town between parties of whites & blacks during the Election held there on the 1st day of July 1868. I found that the enclosed complaint of Handy was written and signed by S.P. Harvey, a lawyer of the town and Republican candidate for the Legislature, (at however, as Mr. Harvey states, Handy's dictation) The crowd was so dense and mixed and the affair was so quickly over that I found it impossible to discover who commenced the attack but from what I saw myself and from what I have heard I feel confident that the disturbance was cased mostly by boys, non-residents & non-voters, whose names however I was unable to learn. I enclose the statements of the Mayor, Sheriff of the County, and two other prominent citizens, one of each party. (over)
