That said collector shall have, and make publicly known, our office, where all persons shall be required to pay the amount assessed upon them, taking receipts for the same, at such times as may be fixed by the School Committee above named. Further modes of collection, the sum due from delinquents, shall be determined by the same committee. IV. That the money collected as above shall be paid over by the collector, according to rules prescribed by the School Committee, to the Receiving and Disbursing officer of the Freedmen's Bureau at Vicksburg and shall be used to pay the incidental expenses and the teachers' wages of the schools for colored people of the city. By wake of the Committee, on the order of the Superintendent of Education; and the schools shall be free to all colored people living in and near the city, with no charge for tuition. The Superintendent shall render accounts to the School Committee and the Committee shall make them known to the public, together with all such information as shall tend to create and sustain an intelligent interest in the schools. V. This movement, on the part of the colored citizens of Vicksburg is highly creditable to them; and if properly and cordially carried out, will be greatly useful.
