When attending C.C. at Yanceyville on the 1st instant I visited the County Jail & found there a refugee W.W. Johnston of Rockingham Co, who made the full statement, that he had served in the fed. army & been honorably discharged 1865 when the army was mustered out of service, that after his arrival at home he was arrested & tried for an offence committed jobs in Rockingham Co., he was sentenced to death by the Ky. Court at Yanceyville in November 1866 afterwards pardoned by the Gov. of N.C. on condition to leave the State & pay the costs, that he was unable to pay the costs as he & his family had been ruined by the war, that though he committed burglary in 1863 he would not be 

[[margin]] made a personal enemy of the Solicitor of F.C.M. settle [[/margin]]

 thus persecuted, if he had not served in the federal army which opinion I heard expressed also by other parties as for thus serving in the U.S. army is concerned. I have since tried to find out more, but did not succeed, and report this case for investigation & interference. This man has been kept in irons now over 11 months, & cannot be left to rot in jail till he will able to pay about $ arrests when he is without any means. I am informed that A.W. Turgie of the Greensboro Register had the discharge papers of this Johnston & acted as his council.

I have the honor to report this month, the C.C. of Caswell Co was held on the 1st instant & attended by me. No sentence in any criminal case was proper. These colored children were bound to whites, 2 orphans without any relations & one child brought into Court by his mother & with her consent. In several cases & whenever an application was made children were returned to their parents when illegally bound. No application of this kind was made in Court. Outside of the Court several claims of Freedmen were compromised by me, and here and at Graham they were aided as usually. Nothing of consequence happened in this Sub District this month.

Freedman Thomas Holt who is working on the plantation of G.W. Iveyson in Perquiman Co. left his wife here over two months ago with about 1 month provision. She is sick & quite destitute of anything. The enclosed answer to a letter of mine will show, that he tries to evade his duty and I report this case, to force him to do so, he being out of my district.

On March 11. 1867 I reported 32 families of this Co. for relief. I received the names of these families as being in immediate need from the office of the poor and since 4 more families have been added. Report the same again as coming under Circular no 11 dated Washington D.C. April 3 1867 and request to be informed how to get this supply. The local authorities of Caswell I have applied also for 40 families which are not included in the above.
