TO THE MEMBERS OF THE FIFTH AVENUE ASSOCIATION AND ALL NON-MEMBERS ON FIFTH AVENUE:

Every parade that is held on Fifth Avenue represents a direct and serious monetary loss not only to Fifth Avenue merchants but to all who do business in adjoining streets and avenues.

The increase of these functions during recent years has so gravely threatened the interests of our members that our Association is attempting, once more, to secure the enactment of an amendment to the already existing ordinance, with the hope that this amendment will effectively and permanently curb this evil.

The present law was intended to accomplish such purpose. It provides restrictions which only permit parades that have been held on the Avenue for ten years previous to 1914, in addition to the necessary movements of the Army, Navy, etc., but there is an exception which allows the granting of permits upon the authority of the Mayor for occasions deemed by him to be of "extraordinary public interest". It is this provision that has been invoked to grant permission for many parades, despite the opposition of our Association.

The proposed amendment, prepared after conferences with the Police Department, prescribes routes for parades in the City of New York and eliminates the section of Fifth Avenue south of 60th Street. The Board of Aldermen has thus far refused to consider it, and we are therefore enclosing a petition addressed to that Board, asking that you sign it, so that, in renewing our application, we may present your views, to the end that the said Board of Aldermen will be forced to take action upon our request.

We hope that your response will be a hundred percent, and therefore ask that you sign the enclosed petition and return it promptly.
