TO THE PROPERTY OWNERS AND GROUND FLOOR TENANTS ON FIFTH AVENUE BETWEEN 45TH AND 59TH STREETS.

  On June 13th we wrote you in connection with the plans for the repacking of Fifth Avenue, as worked out by the Borough President’s office, the contractors and the executive staff of our Association, so that the said work would be conducted in such a way as to provide the minimum of obstruction to traffic and to business.
  At the time the contractor was ready to lay the asphalt in the block between 42nd and 43rd Streets, an owner suddenly discovered that a proposed change or repair had to be made to his service connections, which prevented the laying of asphalt on this block for at least seven days.
  In order to give the contractors a clear field in which to work, we wish to impress upon you very strongly the necessity for any changes or modifications in your building or in its service connections, which will necessitate ripping up any part of the roadway pavement, to be done immediately, and we therefore urge you, if you contemplate making any changes, to arrange with the Borough President’s office now, so as to prevent a further delay in this work.
  The Borough President’s office, in its eagerness to prevent all delays, will give immediate attention to any application you may make.
