Dear Sir
I find  on my desk a copy of Special Orders No 5. from these Hd. Quarters, appointing Mr Wm J White an Agent of this Bureau, and assigning him to duty in your state - The order adds that "he will be governed by such instruction as he may receive from the General Superintendent"

I drop this note to say, that no special instruction, need be given in this case. Mr. White will act under your direction and his reports will be through your office, Hope your good plans as to organizing schools in Georgia are succeeding.
