Sir,

Yours of 23rd Inst recd. on yesterday. The Freedmans School in Lumpkin was discontinued sometime during the past Fall and its Teachers scattered to different places. There is no school in this County for Freedmen within my knowledge. A good school, I think, could be established in Lumpkin if the funds could be had, but the freedmen have not the means to pay tuition and buy books in addition to buying clothing for their children. Great prejudice exists in this county against [[underline]]Negro Schools[[/underline]]. The whites will do nothing to aid them. The freedmen are not capable of teaching, it is a farce to pretend to it.

If I had the means, I believe two or more good schools could be started in this county. Without the means nothing can be done. My [[?]] you sir, for not supporting is explained above.
