Sir,

  I have the honor to report a case which came to my knowledge yesterday in reference to treatment toward a colored woman.

  Chany (colored) reported to me that Mr C.P.Atkins - her former master, had beaten, and whiped her, very severely, also tied her up by the thumbs - her clothes being previously taken off - and straped her, most unmercifully.  She finally fainted, and was taken down and brought to by the use of restoratives - all this since the surrender.

  I sent for him last evening, he arriving her this A.M.  He denied beating her with a stick, but admitted striping, tying her u p by the thumbs, and straping her.  He first claimed the right so to do as his slave, but finally admitted that it was after the surrender, and he knew the same, for boats were up here, and all this was done for her attempting to leave on a boat, for Vicksburg.  Mr. Atkins lives 12 miles from here.  I have allowed him to go back home, but I think
