people, seeing that it was necessary for the best interests of society in general; but they were the few. The many ruled, and at present, still prevent the establishment of Freedmen's Schools at this Post.

In charge of the immediate interests of the Freedmen of this County, I have always endeavored to give an earnest and truthful discharge of all my duties to rightly comprehend & appreciate the condition and necessities of both people, and while I obeyed implicitly all instructions of the Bureau in securing to the Freedmen all their rights as a free people, have endeavored to execute those orders in a spirit at once firm and conciliatory, zealous and yet generous; and I think I can discern marked evidences of improvement on the part of both people, and not an increase of bitterness and strife and distrust.
