required for the government tax on leased plantations in my district have all been completed.

The greatest call upon my time is now made in compelling strict Justice to be done to Freedmen in the matter of contracts made the past year.

The black people claim that in a great many instances their ignorance was imposed upon and they induced to sign writings the force of which they were not fully cognizant of.

In regard is the Duncan places, which you especially requested me to attend to and see if the contracts were properly carried out.  I visited them all at an early moment. I think from careful investigation that full Justice is being done to the hands, and even more wages than their services demand, are being paid.
