Sir:
I have the honor to state in compliance with instructions from your office of 19 inst; that Circular no 10 C.S. Come to my office while I was visiting plantations in obedience to Gen. Orders No 16 C.S. and did not receive it in person, until about the close of Aug. ult.,: After which I investigated no complaints; being sick up to the time I was was relieved, 11" inst.

V.R.C. - Veteran Reserve Corps A.A.A.Gen - Acting Assistant Adjutant General (AAAG) "ult." - ultimo - means he received it the month before the month this letter is written; so the end of Aug. "inst" - instant - means this month, so in this case, Sept. He was relieved Sept 11th.
